Luukas Ilves is the Undersecretary for Digital Development at Estonia’s Ministry of Economic Affairs. As Estonia’s government chief information officer (CIO), Luukas is responsible for the country’s digital public services, cyber security, and telecommunications. Previously, Luukas has worked as Head of Strategy at Guardtime, a leading European blockchain company, and Deputy Director and Senior Fellow at the Lisbon Council, a leading Brussels-based digital economy think tank.

Previously, Luukas has worked as Head of Strategy at Guardtime, a leading European blockchain company, and Deputy Director and Senior Fellow at the Lisbon Council, a leading Brussels-based digital economy think tank. He has also served in various policy positions for the Government of Estonia and the European Commission. Luukas is a graduate of Stanford University. He is a recipient of Estonia’s Order of the White Star and the Ukraine Peace Prize, established by President Zelensky to recognize support given to Ukraine in 2022.
